The state as the architect of the innovation market
25 November 2026 • 13:00

Thematic scope
What role should the state play: regulator, investor, customer, coordinator, or guarantor against risk? Public procurement, infrastructure projects, strategic programmes, R&D funding, tax incentives, and grants. How can we ensure that public funding builds domestic capabilities rather than merely financing the import of ready-made solutions?
Can the state establish a coherent support pathway – from research funding, through proof of concept and national programmes, to access to European funding instruments and technology scale-up – rather than creating separate, poorly connected programmes?
